Carel - Electronic Resources

CAREL is the Consortium pour l'Acquisition des Ressources Electroniques en Ligne ('Consortium for the Purchasing of On-line Electronic Resources'). 

Its aim is to facilitate the introduction of electronic resources in public reading libraries.

Organisation and objectives

  • CAREL catalogues the electronic resources published in French and available on subscription,
  • CAREL encourages publishers to make special offers to public libraries,
  • CAREL presents the commercial and pricing policies of publishers,
  • CAREL collaborates with a network of contributors,
  • CAREL distributes information about price negotiations.


At present, around forty fee-paying databases have been selected for which prices and licenses have been negotiated. 
CAREL is managed by the Co-operation and National Action Mission and various specialists for the Bpi collections (books, music, films, press, databases, ...).
