Decree N° 76-82 of 27 January 1976
creating the Bibliothèque publique d'information (Bpi)

Article 1.  The Public Information Library is a national State administrative establishment that has a legal status and is financially autonomous, under the supervision of the Ministry responsible for Cultural Affairs (Book Directorate) and linked by an agreement to the State establishment that is the Georges Pompidou National Art and Culture Centre.

Article 2.  The Public Information Library is a national library. It has the following missions:
- To provide for everyone, and as far as possible with free access, a constantly updated range of French and foreign collections of general and news information materials;
- To constitute a document research centre in liaison with other centres, libraries and cultural establishments.

Article 3.  The Public Information Library will participate in the general cultural activities of the Georges Pompidou Centre;
It will use its shared services, in accordance with conditions laid down in the agreement linking the two establishments. The Director of the Library is a member of the Governing Council of the Georges Pompidou National Art and Culture Centre.

Some partnerships, especially in the area of co-operation (films, donations, exhibitions, library partnerships...), require the conclusion of a formal agreement with the Bpi.
